The Atomic Energy Act of 1946, established by Atomic Energy Commission, prevents civilian and military uses of nuclear materials without a license. Any person who uses nuclear materials without a license can be arrested. The act also states that the Nuclear Regulation Commission, NRC, can enforce legal action against anyone who uses nuclear energy without permission.


-Nuclear Waste Policy Act of 1982


The Nuclear Waste Policy Act of 1982 states that it is both the Federal government’s duty to supply a place where the stay of radioactive waste and spent nuclear fuel will take place, and also it is the supplier of the place's duty to tolerate the effects of permanent disposal, such as radioactivity, and nuclear radiation in high-levels.
